The answer to the last para is :

The 4K per title mentioned at the panel is spent supporting the distributor directly on their campaign. This is amplified by regional (and national - Scotland, Wales, NI) spend on activity in each of the 9 Film Hubs on each title. This has included dedicted preview screenings for Hub member cinemas and influencer audiences, targetted social & traditional media campaigns.

Also the role of FAN NRS Co-ordinator who works closely with the distributors developing unique assets for the them on their title (in effect being an additional dedicated title resource for the distributor) and liaises/communicates with the FAN regionally and nationally, needs a wee bit of resourcing themselves....
