from beginning to end - lots of good intentions, not so much helpful detail. lots of 'by 2022' - by which time there will have been another UK General Election, Brexit may or may not have happened, the BFI itself will be reviewed by DCMS, and BFI will be ready to announce the next 5 year strategy after this one - so plenty of opportunity to shift and change in the meantime.
