Screen International is profiling all the winners of the fourth Global Production Awards, which were held tonight (May 18) at the Mademoiselle Gray Barriere in Cannes.

Film Commission Of The Year — State, Province & National
Winner: California Film Commission (US)
This award was earmarked for the film commission of a state, province or nation boasting an established international reputation for exemplary service to productions, coupled with being a top filming destination of choice. Judges looked for evidence of the film commission’s efforts to attract filmmakers, approach to solving problems, customer service, creativity, community contribution and why the location is popular.
One judge pointed to this being an appropriate year to celebrate California, given the doubling of the rebate and the state’s recovery scheme after the Los Angeles fires in 2025. “Two years ago, their 80% unemployment was a dark time. This application expresses significant actions taken to turn around a struggling industry and city,” said one judge.
California Film Commission responded strongly to industry disruption, working with stakeholders to support recovery. The commission reformed its incentive programme following production decline and the challenges of a natural disaster, in order to increase competitiveness and enable faster application processes. Applications surged.
“A key strength is its co-ordination across government, industry and local partners, providing timely support that helped productions continue under difficult conditions,” said one judge. “While California benefits from an established industry base, this submission highlights its active role in recovery and strengthening the production environment.”
