Last comment is a bit off the mark. Tim Cagney's been appointed to the BFI job after 6 years working for the UK Film Council. Thus he's not new to the industry.

Another point is that the BFI is still about a lot more than just filmmaking. Even post-UKFC merger, two thirds of its staff work in activities like the BFI Archives, BFI Southbank, Still collection, Library, Education etc. I've even heard BFI staff complain about past filmmaker governors having no background or interest in the bulk of what the BFI did.

Greg Dyke being a TV man may qualify him as much as feature filmmakers. The BFI Archives remit is to preserve historic television as well as film, and of course much of the money for film production in the UK comes from TV, such as the BBC which was of course one of his previous employments.
