Let's hope this issue doesn't just come around but once a year. As the article states: "The lack of access and affordability remain key stumbling blocks in the roadmap towards greater inclusivity." Quotas would just bring unintended consequences, masking the biggest problem, which is really more about class prejudice - solve that and the rest will follow. Right now it's the same old narrow band of well-bred middle class people from London and SE - the only ones who can usually afford to develop a film and tv career.
