This marks Europa Cinemas sixth year giving the prize; last year's winner was Anton Corbijn's Control.
The jury was comprised of four exhibitors: Christine Beauchemin-Flot (France); Maeve Cooke (Ireland); Mark Vluggen (The Netherlands) and Svantje Wascher (Germany).
Eldorado now receives extra support and promotion from the Europa Cinemas network of European exhibitors.
The jury said in a statement: 'This Belgian road movie manages to combine a great sense of humour with a darker side to the story. Eldorado really has the potential to attract a wide audience across Europe, who will identify with the characters and their emotions. An absence of sentimentality, remarkable cinematography and clever use of music help drive the film.'
Films Distribution handles sales for the film, produced by Jacques-Henri Bronckart for Versus Productions.
The story is about a vintage carl dealer who goes on a journey with a young burglar.
