A webinar on global screen production incentives, presented by Olsberg SPI and moderated by Screen International, detailed incentive trends and updates in the world of film and high end TV production.

The session was held on November 25 and co-hosted by Joe Stirling Lee, consultant at SPI, alongside Screen’s location editor Gabriella Geisinger.

It focused on 2025 trends including the expansion of major existing incentive programs, rather than the creation of many new ones, seen in places like California, Texas, and Ireland. Another focus was the increasing support for local feature films and smaller-scale domestic productions within incentive structures.

Also discussed was how regions can plan incentives for longevity and success: by offering predictability and stability to producers. The session highlighted the shift from purely financial incentives to broader, ecosystem-based strategies that also focus on infrastructure and long-term workforce development, citing programmes like Ireland’s which integrates flexible workforce development plans into the incentive criteria.

Ongoing developments in 2026 mentioned include incentives in Qatar, Illinois, Wisconsin, Denmark and Peru.

Questions from the audience included topics such as labour vs. all spend incentives, nascent incentive programs in the APAC region, and the possibility of a US federal tax incentive programme.
